The network features a rudimentary text-to-speech function as well as a screenreader.
Private messages seem to be monitored like the network is, but are not necessarily intercepted. Characters will be punished for conspiracy, questioning, etc in their private device conversations - but the conversation is allowed to happen without messages being censored or deleted before the other party receives them. Perhaps full conversations are a more useful source of information for the ones listening? Either way, at least the other arrivals can't see private messages.
